Of course, you must have chosen to parody a Dilbert strip, because the Elbonians seem most closely to resemble Mohammed, or at least some bearded representation of him -- even though we're not supposed to know what he looks like. So that got me to thinking about any other comic characters who don't shave.
One notoriously hirsute comics character is Bluto from Popeye.
And if Bluto gets a mention, then surely no one should forget Popeye's dad, Poopdeck Pappy, who's prominently featured in the comic linked here.
There are a number of bearded characters in the hillbilly world of Snuffy Smith and Barney Google, such as the local doctor (referred to as Doc, but probably having a longer name), as well as the bearded character featured in this comic (possibly Snuffy's Cousin Rufe, although I'm only guessing).
(Brief digression: It's a little weird to do a search for "Barney Google" in . . . Google.)
And while we're scouring the backwoods for bearded characters, no one could forget that sage of Dogpatch, Lil' Abner's Pappy Yokum.
No survey of bearded comic characters would be complete without that sempiternally stoned underground comix hero, Phineas Phreak of the Fabulous Furry Freak Brothers (shown on lower right of triptych).
But my search for the most Mohammed-like of all cartoon characters ended -- where else? -- with R. Crumb's deliriously deific, luxuriously bearded Mr. Natural.

The problem with the Danish Cartoons is that they weren't funny. They needed a postmodern twist. Mohammed as Bluto really fits.
